I experienced what you experience now and I had to flee the apartment where I lived a year ago for another thankfully much calmer, but still in a hurry, as a neighborhood nuisance plural m ' have really rotten life by bringing me to the edge of a nervous breakdown.
And I came to the same conclusion as you, is that it is almost impossible today to win against people who produce these nuisances. And I can understand, since I suffered all this hell, without the legitimacy of course, some people may get to have extreme behavior. Noise is a prison where other locks you while you did nothing to deserve this.
Although there are support associations or municipal police (if it deigns to please move ... which is far from won ...), when suffering from the noise, it is often in the emergency and "nuiseur" unfortunately almost always the last word given the virtual absence of conviction that it may present. The sound is in my opinion a real social problem, given the large number of people who suffer in our country and elsewhere not only in the neighborhood.
